Yes, children in poorer families spend considerably more time than children from more well-off families using their television and gadgets, play games and connect on Facebook and other social networks.

Pretty much it all depends on the ability of parents to monitor and limit how children use technology.

Key here is to teach productive uses of computers.

In other words, access is not a panacea. About 65 percent of all American have broadband access at home, but that figure is 40 percent in households with less than $20,000 in annual income.

There are some federal iniitiatives working on digital literacy.
